26 January 2026, Tirana – The “EU4Justice” Project, co-funded by the European Union and the Italian Development Cooperation, arranged its Closing Conference today in Tirana, bringing together senior representatives of Albania’s independent justice institutions, international partners, national authorities, legal professionals, civil society and academia to reflect on achievements, lessons learned, and the future of justice reform in Albania.
4 different Ambassadors to Albania attended the ceremony and took the floor to deliver remarks and thoughts: H.E. Mr. Silvio Gonzato – European Union, H.E. Mr. Marco Alberti –Italy, H.E. Mr. Gabriel Cremades Ventura – Spain and H.E. Ms. Catherine Suard – France.
The conference marked the conclusion of a project which has provided sustained technical and strategic support to the Albanian High Judicial Council (HJC), High Prosecutorial Council (HPC), and the High Justice Inspector (HJI). Over the course of the implementation, EU4Justice has contributed to strengthening institutional capacity, independence, transparency, accountability, and merit-based career systems, in line with European standards and Albania’s EU accession priorities.
The event provided a platform to showcase key project achievements, including advances in judicial governance, disciplinary oversight, ethical frameworks, transparency mechanisms, and inter-institutional coordination. Participants reflected on both successes and remaining challenges, emphasizing the importance of sustaining reforms through strong institutional ownership, clear regulatory frameworks, and continued cooperation among justice institutions.
The central focus of the conference was the formulation of actionable recommendations to guide future reforms. These priorities aim to reinforce institutional resilience, enhance performance and integrity mechanisms, and ensure continuity of reform efforts beyond the project’s lifecycle. The conference also secured visible commitments from institutional leaders and partners to uphold and further develop the results achieved.
The EU4Justice Closing Conference reaffirmed the shared commitment of Albanian justice institutions and international partners to advance an independent, accountable, and efficient justice system, fully aligned with European Union values and accession requirements.
