Tirana, November 21, 2024_ Funded by the European Union for an overall budget of 3,4 MLN EUR, including a 990.000 EUR co-funding from AICS Tirana, “EU 4 Justice” programme continues to carry out its activities in Albania and in partner countries.
The Superior Council of Prosecutors (HPC), one of the 3 institutions benefiting from the project, participated to a study mission to France to get to know the representatives and the functioning of its French counterpart HCJ and the Ministry of Justice. The Albanian delegation included the President, the General Secretary, Director and Heads of Departments at HPC.
Albanian guests received a full picture about the French judicial system, HCJ structure and relationships with the Ministry of Justice, procedures and consultative role of the French Council. Prosecutors and Judges’ career development in France, their evaluation process, the transparency of procedures and the mutual and effective involvement of the Council and the Ministry of Justice provided valuable information to the Albanian delegation.
The interactive sessions also helped to foster the exchange of questions and experiences, the comparison and recognition of similarities and differences between the two justice systems. These sessions provided valuable insights into internal communication, document management, human resources, planning, coordination and transparency in procedures and decisions.
During the visit to the French Ministry of Justice, the delegation verified the fruitful and democratic cooperation between the French Council and the Ministry of Justice, through a detailed presentation of the structure and activities regarding the management of the careers of judges and judicial officials.
HPC showed gratitude for this opportunity offered by the EU4Justice project. This study visit will serve as a basis for future cooperation between the judicial systems of the two countries and will contribute to Albania’s integration efforts into the European Union.
